The Path Forward

In January of 2007, the OTSD Board of Commissioners convened a panel of engineering and environmental experts. This team of experts in conjunction with the Districts’ engineering consultant and District staff examined reasonable solutions to fix the problem and to restore the pipelines back to the required integrity.

At that time, the OTSD Board made the decision to move forward and restore the sewer pipeline. They determined the environmental and economic impact from the loss of the main trunk sewer line would be significant; and that the potential consequences to the community and the District, should they not take corrective action immediately on this matter, were unacceptable.

In February 2007, the OTSD Board officially declared an emergency to exist, and quickly moved forward with planning and design work to repair the sewer line.. All of the State and Federal regulatory agencies were included in these planning and design meetings. The Snohomish County Council and the Mukilteo City Council were kept apprised of the situation and State and Federal funding agencies were notified of the impending need for project funds.
